The Joint Commission has revised their Emergency Management standards, effective January 1, 2008. What is important to understand is that most of those requirements are not new; they are expanded in some cases to assist hospitals in creating a more flexible emergency management program to be able to respond effectively to combinations of escalating events. There is more of an emphasis on planning and testing response plans for emergencies during conditions when the local community cannot support the health care organization. This document provides a comparison between the 2007 and 2008 standards and what these will mean for your hospital as well as details on all of the 2008 changes.

Emergency Power System Failure - SEA Analysis

On September 6, 2006, the Joint Commission announced a Sentinel Event Alert advising hospitals and other health care facilities to begin looking at the risks associated with the failure of emergency electrical power systems. The purpose of the SEA is to leverage hospitals into going above and beyond what is required by code and regulation to ensure that they can provide continuity of operations (as far as power is concerned) during a catastrophic event of greater than expected duration. (Most, if not quite all, hospitals are OK with the short-term disruption provisions). The best way to work through the TJC recommendations is with an FMEA. Your policy/process regarding the management of a power failure should include conduction of an FMEA of incremental power failures (first the effects of normal power failure, then the effects of emergency power failure, with special consideration for, effectively, what will work during an outage, what won't work during an outage; what the organization needs to have working during an outage, etc.). If you do not have current provision for this, your organization is advised to give serious consideration to conducting this type of FMEA. This document outlines how to to maximize current activities and how to effectively address the TJC recommendations related to this SEA.
